Marc Powell
Marc Powell is a Managing Director with Alvarez & Marsal in West Palm Beach, Florida, where he leads A&M’s US Public Sector Infrastructure Practice. He specializes in Infrastructure Planning, Financing, Procurement and Compliance for Public Sector Clients, and for Private Sector Clients when Federal or State Financing is involved. He is active across all infrastructure sectors, but his primary areas of concentration are Broadband, Green Infrastructure, and Next Generation Transportation. He is deeply familiar with the requirements of Federal and State grant programs, as we private sources of financing. He is a leading expert on structuring Public Private Partnerships.
With more than 30 years of experience in broadband, Mr. Powell has:
- Advised more than 10 states on the deployment of federal infrastructure funds for Broadband, including BEAD, DEA, ARPA-CPF and FRF. Also advised on state-funded programs
- Advised over 30 Cities and Counties on standing up their own broadband programs.
- Advised 30+ government entities on strategy and execution of infrastructure projects across sectors
Mr. Powell’s most notable assignments include:
- Structuring, from concept to final close, the deployment of cellular network in one of the nations’ largest transit agencies. The project was structured as a revenue-risk P3, at no cost to the owner.
- Crafting the state multi-billion broadband grant program for one of the nation’s largest states.
- Developing the broadband strategy for one of the world’s largest private equity infrastructure funds..
Mr. Powell earned a B.Sc. in Engineering Physics from Universite Laval, an M.Sc. in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology, and an M.A. in Economics from New College, Oxford University.
